London has a small number of district heating systems that were developed mainly in the 1960s
but it was only with the establishment of the Greater London Authority in 2001 that policy started to
be developed to promote district heating as a low carbon and cost effective approach to energy
generation. It started with the incorporation of energy policies into the London Plan (London’s
Spatial Strategy) to encourage the development of district heating networks to support energy
supply to new build developments. These policies are well established and we are now developing
energy master plans for those specific areas of London where the majority of the city’s new
development and regeneration will take place, district heating will be an integral part of these
